Liu Yunjie (1943.1.10 -) Communication and Information Systems Specialist, graduated from Peking University in 1968 with a bachelor's degree. He used to be the director of the Institute of Data and Communication of the Ministry of Posts and Telecommunications, the deputy director of the General Administration of Telecommunications of the Ministry of Posts and Telecommunications and the director of the Data Communication Bureau, the dean of the Postal Science Planning Institute of the Ministry of Posts and Telecommunications, and the chief engineer and vice president of China Unicom. He is currently the director of the Science and Technology Committee of China United Communications Co., Ltd. and a professor-level senior engineer. Academician of Chinese Academy of Engineering, professor, doctoral tutor, director of China Unicom Science and Technology Commission. Born in Shandong Province in 1943. He has presided over the design, construction and operation of China's public data network, computer Internet and high-speed broadband network, laying an important foundation for the development of information technology in China; presided over the design, construction and operation of China Unicom's “multi-service unified network platform” for the integration of the three networks. Provides a viable solution for a large-scale successful implementation of evolution to next-generation networks. He has won 1 first prize of National Science and Technology Progress Award, 2 first prize of ministerial level scientific and technological progress, 2 national invention patents, and has published 59 academic papers and 7 monographs. He is currently the Dean of the School of Information and Communication Engineering of Beijing University of Posts and Telecommunications.

As an important founder of CHINANET, Liu Yunjie has been hailed as “the father of the Internet in China” and has been named one of the world's 50 digital heroes by Time magazine.
In November 2005, he was elected as an academician of the Chinese Academy of Engineering. During the post of Director of the Bureau of Data and Communication of the Ministry of Posts and Telecommunications, he was responsible for organizing and leading the establishment of a nationwide and technologically advanced data communication network, which has become an important infrastructure for the development of information technology in China.
On February 13, 2015, he won the “2014 China Internet Person of the Year” Special Contribution Award.

Scientific research results
He has presided over the design, construction and operation of China's public data network, computer Internet and high-speed broadband network, laying an important foundation for the development of information technology in China. Hosted the design, construction and operation of China Unicom's “multi-service unified network platform”, which solved the problem that the IP network is uncontrollable, unmanageable and QoS cannot be guaranteed; solved the problem that voice, data, video and mobile can be provided simultaneously on one network platform. Technical issues such as data and Internet services provide a viable solution for triple play and a large-scale successful practice for the evolution of next-generation networks. Academician Liu has conducted in-depth research in the fields of mobile internet and Internet of Things. He has won one first prize for national scientific and technological progress, two first prizes for ministerial-level scientific and technological progress, and several national invention patents.
